The development of AI agents capable of independently making purchases and payments on behalf of a person will require new mechanisms for distributing responsibility and additional customer protection. This was announced by First Deputy Chairman of the Agency for Regulation and Development of the Financial Market Timur Abilkasymov at the Central Asia FinTech Summit, Kazinform reports. During a panel discussion, he was asked who should be responsible for decisions made when using agency payments - the client or the financial institution. Abilkasymov noted that as technology develops, the level of independence of AI agents will increase. If today automatic payments are carried out according to rules pre-set by the user, then in the future the systems will be able to independently select goods and services, create a basket, book hotels and make payments. According to him, at stages when the user gives the AI agent significant autonomy, responsibility can be distributed between the client and the developer of the corresponding system. In particular, developers should provide protective mechanisms - additional checks, biometric identification and restrictions
changes in transaction amounts. The situation can become even more complicated when two autonomous systems interact, when one acts on behalf of the buyer and the other on behalf of the seller. “As soon as a level appears where machine communicates with machine, agent with agent on both sides, a neutral additional safety mechanism will most likely be required,” Abilkasymov noted. “As soon as a level appears where machine communicates with machine, agent with agent on both sides, a neutral additional safety mechanism will most likely be required,” Abilkasymov noted. As an example, he cited a situation where the system records atypical behavior - for example, a large number of purchases at unusual times. Such a mechanism should be able to further verify the transaction and prevent potentially erroneous or fraudulent charges. According to the representative of the regulator, as fully autonomous payments develop, it will be necessary to form additional insurance and arbitration mechanisms, which will also participate in the system of distribution of responsibility.
