By the end of 2028, industry information systems are expected to be combined into a single digital platform for the agricultural sector.
The government, chaired by Deputy Prime Minister - Minister of National Economy Serik Zhumangarin, presented the key information systems of the Ministry of Agriculture, which cover the government services and processes most in demand for farmers. Today, receiving subsidies, identifying and tracing farm animals from birth to slaughter and sale, issuing phytosanitary and veterinary certificates, monitoring the use of agricultural land, as well as accounting for fish and water resources are available in digital format.
In the next two years, it is planned to launch new traceability systems for crop production and agricultural land management, as well as modernize the identification system for farm animals. By the end of 2028, industry information systems are expected to be combined into a single digital platform for the agricultural sector.
The state digital system of subsidizing GVCs (gosagro.kz) today allows you to receive state support measures electronically in 20 areas, including crop production, livestock farming, processing, aquaculture and others. The system is integrated with the information resources of other government bodies, including the Unified State Cadastre System, electronic invoices and the agricultural machinery registration system. Subsidy amounts are calculated automatically based on the submitted documents.
The JerInSpectr platform, commissioned in 2023, is used to monitor the rational use of agricultural land. It uses Earth remote sensing data and allows government agencies to track the actual use of land for its intended purpose. As experts noted, during the period of operation, the system generated and processed over 50 thousand incident cards - identified facts or signs of a possible violation of land legislation. Each such card contains the necessary information for analyzing the situation, monitoring and taking appropriate measures.
Currently, the platform is being modernized jointly with Kazakhstan Garysh Sapary JSC. It is planned to use artificial intelligence technologies for deeper data analysis, including assessing the quality of agricultural land. Serik Zhumangarin instructed to strengthen work on further automation of these processes in order to minimize the influence of the human factor in decision-making processes.
A separate area of digitalization is related to product traceability. The E-Fish information system allows you to track the movement of fish products from the reservoir to the end consumer. Today, 1,221 subjects are registered in it; the system covers all commercial fishing facilities and fish farms. The system takes into account every kilogram of caught fish supplied for sale.
