Digital services have become one of the main channels of interaction between citizens and the government. Kazakhstan has become one of the world leaders in the field of GovTech and today is moving from classic digital government services to interaction with citizens using artificial intelligence. This was stated by Q.AI CEO Dmitry Moon, speaking at the National Think Tank Forum “Projection of the Future: From Understanding the Results to a New Agenda” in Astana, Liter.kz reports. Kazakhstan ranks 24th among 193 countries in the UN E-Government Development Index and is in the top 10 in the UN Online Services Index, ranking first among the CIS countries. In addition, Kazakhstan received category “A” of the World Bank on the GovTech Maturity Index and the international GovTech Prize in the “Inclusive Digital Transformation” category. The country also entered the top 3 of the Future of Government Awards 2023, and Smart Data Ukimet was recognized as the best project in the field of analytics and Big Data in 2024. According to Dmitry Moon, these results reflect more than 20 years of development of Kazakhstan GovTech - from the creation of basic government information systems to the introduction of artificial intelligence in everyday life
public work of the state. At the same time, digital services have already become one of the main channels of interaction between citizens and the state. Mobile eGov provides about 1.3 thousand services, which are used monthly by about 7 million people. 40 digital documents are available to citizens, and in 2025 alone, about 26 million electronic digital signatures were issued. eGov Business is being developed for entrepreneurs, providing 35 services to approximately 90 thousand users. “The next step is the transition from classic digital services to interaction with the state through artificial intelligence. EGov AI has already served about 850 thousand users and processed more than 2 million requests,” noted Dmitry Moon. Thus, the development of GovTech in Kazakhstan is moving to a new stage: from the digitalization of individual services to data-based management, proactive provision of government support and the introduction of artificial intelligence. In-house computing power and national language models form the technological basis for further scaling of these solutions.
