Prime Minister Olzhas Bektenov held a meeting with the heads of the Ministries of Healthcare, Artificial Intelligence and Digital Development, as well as representatives of domestic IT companies, the press service of the government reported. At the meeting, the progress of implementation of tasks on digitalization of health care, given in the Address to the people of Kazakhstan entitled "Kazakhstan in the era of artificial intelligence: actual problems and its solution through radical digital changes" was reviewed. In particular, the Prime Minister got acquainted with the elements of the new system of monitoring the quality and volume of medical services by using JI technologies. Minister of Health Akmaral Alnazarova reported on the pace of transition from 23 fragmented systems to the unified e-Densaulyq ecosystem. Today, the data of more than 21 thousand medical organizations, 221 thousand medical equipment and 257 thousand medical workers have been digitized. As a result of consolidation of data and strengthening of control, 400,000 out-of-date patient cards related to 1.4 million prescriptions were removed from the medical system, which made it possible to prevent expenses in the amount of 31 billion tenge. Unreasonable consumption of medical services
decreased by 7.1% or about 7 billion tenge. At the same time, the efficiency of error detection increased by 3.5 times. According to the President's order, the Unified State Medical Information System is being created. It should unite all scattered private information systems into a single system and become a unified working tool of the doctor. Already, 7 of 12 systems of the Ministry of Health have been integrated. Now data is entered once and documents are created automatically. This made it possible to reduce the time spent by the doctor on entering information by 40%. Information from 12 individual medical information systems, as well as various registers and directories, was combined into a single repository of medical data and integrated with more than 50 information systems of state bodies. From July 1 of this year, the data collected since 2012 are used to pay for medical care on the basis of automatic format-logical control. According to the Ministry of Health, as a result of digital monitoring, it was found that 38 medical organizations do not have a license to provide medical services. Among them, the activities of 27 organizations were suspended. Also use of certificates
2,188 medical workers were temporarily suspended due to the expiration of the term of service. In general, the integration of information systems makes it possible to identify fraudulent services and prevent payment for them. In particular, it helps to prevent other violations of the law, such as providing medical services to deceased citizens, simultaneous work of one doctor in several medical institutions in different regions, unjustified registration of service record. A single digital profile of a citizen has been formed, where medical data is stored regardless of the place of residence and place of registration. 5.6 million people used the online doctor appointment service. From January 1, 2027, it is planned to start automatic screening notifications. For example, as a result of the integration of information systems of health care systems and internal affairs bodies, citizens with medical contraindications to driving vehicles are identified. Today, about 10,000 driver's licenses have been suspended. It was reported about the functioning of the drug labeling and monitoring system in the field of drug supply. Today there are more than 1 billion bags
I was labeled. Monitoring includes 3 thousand drug names. The prices of 1,595 drugs (52%) remained stable. It was registered that the prices of 800 names of medicines (26%) decreased. Total economic efficiency in the amount of 42.5 billion tenge was provided. As part of the scope expansion, a system of labeling of biologically active additives (ABS) has been introduced since September 1 of this year. During the meeting, digital solutions and projects with IT elements were presented. The "Cold Chain" project is designed to automatically control the conditions of storage and transportation of vaccines from the warehouse to the medical organization. Temperature sensors monitor the storage conditions, and GPS-monitoring the progress of the transportation of immune drugs. The pilot project was implemented in Karaganda region in 2025. Starting from October 1 of this year, the project will be gradually introduced throughout the country. The system includes more than 3.5 thousand objects and 800 units of special vehicles in all regions of the country. In order to ensure the safety of medical workers, smart video tokens are introduced based on the decisions of JSC "Kazakhtelecom". The devices can be used to register dangerous situations, assess the situation and be attacked or threatened by patients
allows to automatically send a signal to the Emergency Control Center of the Police Department so that the patrol police force can quickly reach the scene in case of emergency. Currently, the project has been launched in two regions - Shymkent city and Zhambyl region. Implementation of the project is planned to be completed by the end of this year. 2.1 thousand emergency teams and more than 3.8 thousand medical workers will be covered with tokens. The system of video analytics and SOS button in inpatients is considered a comprehensive solution for reception departments and involves the installation of "smart" cameras to detect the facts of aggression against medical workers. Information is promptly provided to the Police Department, the Medical Center and the security service of the medical organization. Additional SOS buttons are installed. With their help, citizens can call the patrol police on their own. Currently, the system is being implemented in the cities of Astana, Shymkent and Zhambyl region. Digital telemedicine solutions have been introduced to provide remote consultation of specialists for the residents of remote areas under the telecare network. Since the beginning of the year, more than 1 million teleconsultations have been held, more than 2.1 million
100,000 people received remote medical services, 39% of them were rural residents. The project includes 655 medical-midwifery centers and medical clinics in villages, 72 institutions of the criminal-executive system. From September 1 of this year, telemedicine was included in the preliminary examination of students. It is planned to cover about 8 thousand schools. In the format of remote consultation, ECG, rapid analyzes and examinations using digital medical devices are available, in the future, ultrasound, ophthalmoscope and other examinations will be added to this list. Centralized teleradiology using JI connects more than 400 medical institutions across the country. AI algorithms allow analysis of CT, MRI and mammography images, which reduces the time spent on diagnosis by more than 4 times and increases detection of pathology at an early stage by 32.2%. AKYLMED.AI unified system of medical communications on the basis of JI will be implemented for 24/7 online appointment of patients, automatic invitations to screenings and preventive examinations, as well as feedback on the quality of reception. Using AI-assistants to provide services without visiting clinics a
made it possible to reduce the level of LU by almost three times and to significantly reduce the burden on registration offices. At the conclusion of the meeting, the Prime Minister noted that the creation of a single digital circuit of health care is of strategic importance, and it should increase the efficiency and availability of medical care. "The President has set a clear goal to abandon fragmented information systems and create a unified digital framework for healthcare. We see that there are solutions and technologies that allow us to implement this task. It is important to finish the work started. All systems should be integrated and data should be accessible and up-to-date. Also, it is necessary to widely distribute effective IT-solutions to all industries and regions. We need to achieve concrete results, that is, we need to improve the quality of medical services, optimize costs and eliminate administrative obstacles. "Mass digitization allows to improve the system, thereby increasing the efficiency of services provided to citizens," noted Olzhas Bektenov.
