New process models have been developed to reduce the number of steps, automate routine operations and digital interaction between departments. The Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan is conducting systematic work on digital transformation and increasing the efficiency of public administration. In accordance with the instructions of the Head of State, the Ministry is introducing new approaches, primarily in its own work, developing solutions that can later be applied in other government bodies. To date, a comprehensive analysis and optimization of 60 internal business processes has been carried out. Specialists studied in detail the current procedure for their implementation, identified redundant and duplicative steps, manual operations, lengthy approvals and other factors slowing down work. Based on the results of the analysis, new process models have been developed that include reducing the number of stages, automating routine operations, digital interaction between departments, using artificial intelligence tools and strengthening control over deadlines. Among the practical cases being studied: - analysis of regulatory legal acts with the help
research AI and identification of possible contradictions and legal conflicts; — preparation of primary draft documents, letters and responses to requests; — automatic generation of documents based on approved templates; — digital distribution of incoming tasks between responsible departments; — monitoring the status of execution of orders and automatic notifications about approaching deadlines; — reduction of re-entry of information and duplication of documents; — generation of analytical materials and brief summaries based on large amounts of data. AI in this case acts as a tool to support employees: it helps to process information faster and perform routine operations. Final decisions, document verification and responsibility remain with the specialists. According to preliminary calculations, the implementation of target models will increase the efficiency of optimized processes by an average of 50–60%. Total labor costs can be reduced from 2,500 to 1,000–1,250 man-hours. This will free up up to 1,500 man-hours, or about 188 eight-hour workdays, and direct specialist time to meaningful and priority tasks. At the same time, a significant reduction in execution time is expected
nia. For example, processes that previously took up to 20 business days can be completed in 8–10 business days after implementing the new model. The Ministry continues to test digital and AI tools in its own work, evaluate their practical effect and improve new models. The next stage will be the gradual scaling of the most effective solutions to other government bodies. In parallel, the Ministry is already working to train their employees in modern approaches to process optimization and the use of artificial intelligence. This approach allows you to first test technologies in practice within the relevant department, and then transfer ready-made, proven solutions to government agencies. The main task is not just to digitalize the existing bureaucracy, but to review the processes themselves, reduce unnecessary procedures and make the work of the state apparatus faster and more efficient.
