About the site

AI Qazaqstan (aiqazaqstan.com) is an information and analytics website about artificial intelligence in Kazakhstan and worldwide. The site publishes links to third-party publications with brief information about them, as well as its own reference and analytical materials: digests, a registry of companies, people and technologies, a knowledge base, and educational materials.

If information published on the site affects your rights, you may submit a removal request.

Project status

At its current stage of development, the site is a test version (MVP) and is a personal non-commercial website (blog) of an individual. The site is operated without establishing a legal entity and without registration as an individual entrepreneur.

Legal grounds

1. Operating the site is not entrepreneurial activity. Under Article 2 of the Entrepreneurial Code of the Republic of Kazakhstan, entrepreneurship is independent, proactive activity aimed at generating net income. The site is non-commercial: it carries no advertising, charges no fees for access to materials and services, provides no paid services and generates no income from its operation (for more details, see Non-commercial status of the project). Accordingly, the grounds for mandatory registration as an individual entrepreneur under Article 35 of the Entrepreneurial Code do not apply.

2. No licence or other permit is required. Permit and notification procedures in the Republic of Kazakhstan are established by the Law of the Republic of Kazakhstan No. 202-V of 16 May 2014 "On Permits and Notifications". Article 17 of that Law provides that the exhaustive lists of permits and notifications are set out in its Annexes 1, 2 and 3. These lists do not provide for a permit or notification for operating an information website.

3. Registration as a mass media outlet is not mandatory. Under paragraph 1 of Article 22 of the Law of the Republic of Kazakhstan No. 93-VIII of 19 June 2024 "On Mass Media", periodical print publications and TV and radio channels are subject to mandatory registration, while an internet resource has the right to operate as an online publication. The site is not registered as an online publication and is not a mass media outlet.

4. Domain name. The site uses the .com domain zone. The requirements of the rules for registering domain names in the Kazakhstan segment of the Internet that apply to .kz domains, including the requirement to host the site in the Republic of Kazakhstan, do not apply to it.

Compliance with the law

The absence of an obligation to register and obtain permits does not exempt the site owner from complying with the legislation of the Republic of Kazakhstan. The site is operated in compliance with:

• the Law "On Mass Media" — regarding prohibitions on disseminating information and liability for its content;
• the Law "On Personal Data and Their Protection" — processing is described in the Privacy policy;
• the Law "On Copyright and Related Rights" — the request procedure is described on the Removal of materials and information upon request page;
• the Law "On Artificial Intelligence" — labelling is described in Use of artificial intelligence.

Official texts of the laws are published in Kazakh and Russian.

Change of status

The site owner acts in good faith and undertakes to bring the form of activity into line with the law if circumstances change: to register in accordance with the Entrepreneurial Code if income arises, and to publish the relevant information on this page if an organisation is established or the site is registered as an online publication.
