The main goal is the automated accounting of all strategic, above-ground and underground resources in a single digital database of the State Register. Another important step for the quasi-public sector will be the automation of accounting for real and movable property assigned to organizations at the corporate level with subsequent integration with the e-Qazyna.kz platform. This approach will make asset management more transparent and efficient for the state as a shareholder, strengthen control over the safety of property, and also ensure constant monitoring of financial and economic activities and the implementation of key performance indicators (KPIs). This was announced by the Chairman of the Board of Information and Accounting Center JSC Zhanasyl Ospanov. Today, digital accounting covers only certain types of resources and is mainly used for electronic trading. The main goal is the automated accounting of all strategic, above-ground and underground resources in a single digital database of the State Register. We are talking about land and water resources, forests, groundwater, hydrocarbon deposits and solid minerals. This is an important step towards the formation of a unified digital accounting
and national resources. Now, for the proactive management of state assets, it is planned to introduce artificial intelligence and Big Data tools on the e-Qazyna platform. “As data accumulates in the database, the system will be able to predict the degree of wear and tear of infrastructure facilities and determine the optimal timing of repair work. This will allow us to move to predictive maintenance. AI-based analytics will also be able to automatically identify signs of poor asset utilization and anomalous transactions. Based on these data, the system will formulate recommendations for the redistribution of state assets, as well as more accurate planning of budget expenditures for their maintenance and modernization,” said Zh. Ospanov. Of the 79 functions of the State Property and Privatization Committee, 36 can be transferred to digital format. Of these, 26, or 72%, are already automated. These include the processes of leasing and privatization of property. The digital profile of the balance sheet holder will be implemented in stages: in 2026 - for buildings and structures, in 2027 - for land plots, in 2028-2029 - for transport, equipment and other assets. The order of introduction
Resolution will depend on readiness for integration with information systems from which source data will come. The key condition for this transformation is the introduction of appropriate amendments to the Law of the Republic of Kazakhstan “On State Property”. Let us remind you that on October 9, 2026, the PROFIT Infrastructure Day conference will be held in Almaty, dedicated to smart infrastructure - from the office to the country.
