The illusion of sovereignty: the hardware is yours, the meaning is rented. There is a point in the decree on the introduction of AI in secondary education that has slipped past the public discussion, although it is more significant than all the others combined. The document directly prescribes the use of the recommendations of Lee Kai-fu, a member of the Council for the Development of Artificial Intelligence, in practical work. The Ministry of Education confirms: the architecture of the future system is being designed jointly with it. We are talking about a person who is a freelance adviser to the head of state and at the same time heads 01.ai, a company with which Kazakhstan launched the national language model AlemLLM. He also conducted his own AI Class for the Deputy Prime Minister - Minister of AI, Assistant to the President and Chairman of the National Bank. A Kazakh-Chinese AI school is being created in Astana. This is not conspiracy theory, and the level of expertise invited is undeniable. The Council for the Advancement of AI includes figures of global caliber - from Turing Award winner John Hopcroft to the director of the Personal Robots group at the MIT Media Lab, Cynthia Brizel. The problem is purely Kazakhstani and much more inconvenient: we simultaneously handed over to one external center of competence both the model and the training of our own management elite, and recommendations
a comprehensive framework for school reform. This is no longer a consultation. This is an outsourcing of pedagogical philosophy - and with it the answer to the question of how a Kazakh child should grow up. A model is not a neutral pipe through which knowledge flows. It is firmly built into it what is considered a good answer, what degree of disagreement is acceptable, where an inquisitive question ends and provocation begins. The architecture of a teaching system is hidden didactics. When you buy architecture, you buy someone else’s ideas about the norm, and they come complete, free, without a single line in the contract. At the same time, we understand sovereignty narrowly and very conveniently: servers are located in the country, the circuit is closed, data does not leak. The national supercomputer entered the world TOP-500 ranking and took 86th place - this is a real achievement, and I am the first to applaud it. Iron is sovereign. Meaning: rented. And while we are proud of the racks in the data center, someone else’s hand is calmly setting up the thinking kit of an entire generation. What exactly are we giving away when we give away architecture The word "architecture" sounds engineering and innocuous, so let's translate it into classroom language. The architecture of an educational AI system decides what an error is. The answer is
deviates from the standard - is this a failure or an alternative hypothesis? Different schools give different answers, and this choice determines whether the child will grow up to be a performer or a person ready to argue. She decides how much prompting is appropriate. The model can lead to a solution, or it can give it away entirely. Setting up this lever is pedagogy - the same one that methodologists have been building in Kazakh schools for decades, and now it comes pre-installed. She decides which topics are considered sensitive and how the system responds to a child's uncomfortable question. This is no longer didactics, this is a cultural framework. And for a Kazakh child, it should be drawn in Kazakhstan - with our language, history and the idea of what can be asked out loud. Finally, the architecture decides what is recorded in the student’s digital footprint: only the grades or the trajectory of his reasoning. Anyone who owns this layer of data will, in ten years, know more about the cognitive profile of the Kazakh generation than the country itself. This is not a question of trust in a particular partner. This is a matter of basic hygiene: such things are not given out to either friends or enemies. An objection that I hear all the time. They tell me: we don’t have our own specialists.
At what level, this means that the only alternative to invited expertise is to do nothing and fall behind forever. This is a false fork. Between “buy ready-made” and “sit without AI” there is a third, adult option: buy an engine, but write your own layer of meaning on top of it. This is what everyone does who treats education as a security issue rather than a procurement issue. We know how to do this - the Kazakh methodological school is alive, there are strong practitioners and entire networks in the country that have been building their teaching standards for years. They were simply not invited to the table where the decision was made. Second point. Your own architects will never appear if you order architecture from outside every three years. Competence comes only from design practice. While we pay for what is ready, we pay for someone else's growth and preserve our own helplessness. New architecture: sovereignty of meaning, not a server rack. Domestic didactics on top of someone else’s engine (Sovereign Pedagogy Layer): a supercomputer will not educate a citizen. Didactics educates you - what questions the system considers correct, what it praises for, what it marks as an error. This frame is required to be written by Kazakh methodologists and school practitioners, and it should be published by
dug, and not hidden in the settings of the vendor (solution provider). The school’s right to say “no” to the machine (Override Protocol): any platform being implemented must have a disagreement mechanism built into it: the teacher overrides the model’s verdict, records the reason, and this goes into statistics. A system that cannot be challenged directly in class does not foster thinking, but rather obedience to the interface. Domestic Bench: Until the country produces its own educational AI system architects, it will commission architecture from the outside every three years, forever. Master's programs, engineering schools and corporate programs are obliged right now to prepare people who know how not to use a model, but to design its behavior for a Kazakh child. National control over the digital footprint (Data Sovereignty by Design): the trajectory of a student’s thinking is a strategic asset of the country, and not a by-product of platform exploitation. The rights to this massif should be assigned to Kazakhstan in the very first paragraph of any agreement, and not discussed after the fact. Thinking is not rented. Technology can be bought. Competence can be rented. The thinking of a generation is not: it is either one’s own or someone else’s, of a third state
It doesn't happen. We invited the strongest consultants on the planet and for some reason decided that the work was finished. This is just the beginning. Either we sit down and write the didactics of our school ourselves, or in ten years we will discover that the country was designed from the outside, and we just paid the bill. Kazakhstan must sign the architecture of the Kazakh school.
