The main principle is that digital projects should arise from the specific needs of the region and provide measurable results for residents, businesses and public administration. During his working visit to Pavlodar region, the Vice-Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Bakhtiyar Mukhametkaliyev, got acquainted with regional digital projects, met with startups and representatives of the IT community, visited environmental centers in Pavlodar and Ekibastuz, and also held a meeting with the public. Technological projects and solutions that can be used to solve specific tasks of the region were presented at Pavlodar Hub. In particular, the following projects were reviewed: Barjok — a solution for monitoring electricity outages. In cooperation with the Department of Energy, the possibility of introducing the mentioned solution was assigned to speed up the detection and monitoring of the disconnection of electricity. Ping! — a decision to introduce artificial intelligence into the work of 109 services. In order to automate the processing of citizens' requests and increase the speed of response, it was proposed to work out the problem of implementing the project in the pilot mode. Tekser - digital solutions for schools. The existing pilot projects were completed, and based on their results, the possibility of further scaling was assessed. Dala Capital is a Real World Assets (RWA) project. It was proposed to work out the possibilities of further development of the project together with Alatau city. Qoldam is a solution for working with receivables in the field of housing and utilities. It is recommended to launch the project in Pavlodar and evaluate its practical effectiveness. Issues of further development of the startup ecosystem of the region were also discussed separately. It was proposed to create a modern space in the Pavlodar Hubbase that will become an attractive center for young people, IT specialists, startups and the technological community of the region. During the working visit, the work of the environmental center of Pavlodar city was studied. The main task is to move from separate information systems and monitoring panels to a unified control center that works on the basis of data. It is necessary to integrate as many central and regional information systems as possible and provide a comprehensive view of the situation in the region. Special attention was paid to the practice of monitoring urban and communal infrastructure of Ekibastuz city. It was proposed to scale the solutions that showed positive results to other areas of the region. The task of revising the development methods of the health center, strengthening its analytical component, and gradually introducing artificial intelligence tools to support managerial decision-making with forecasting of problems was set. A separate line of work will be established with large industrial enterprises of Pavlodar region. It was recommended to identify the leaders responsible for digitalization in large enterprises, to form their own strategies for digital and AI development, and to actively participate in the digital transformation of cities and districts where enterprises are located. Large businesses should not only digitize their production, but also participate in the development of the region by supporting technological projects, personnel training, and the introduction of modern solutions. It was also proposed to create a regional council on the development of Artificial Intelligence, which unites the regional administration, industrial enterprises, IT companies, educational organizations and the technological community. During the meeting with the people, special attention was paid to the issues of training and improving their qualifications. Taking into account the structure of the Pavlodar region's economy and the future need of enterprises for specialists, it was proposed to establish a regional training program on digital skills and artificial intelligence. This work is especially relevant for Ekibastuz, where the infrastructure of data processing centers is developing. In this regard, the mayor's office was recommended to pre-launch a systematic program of training specialists who can work in the future in the power industry, energy, IT and other technological areas. Thus, the further digital transformation of Pavlodar region will be implemented in several interrelated areas: introduction of practical AI-solutions, development of a unified climate center, support of start-ups, attraction of large enterprises and systematic training of personnel. The main principle is that digital projects should arise from the specific needs of the region and provide measurable results for residents, businesses and public administration.
